Chapter 5.32 MASSAGE ESTABLISHMENTS
5.32.060 Massage establishment facilities and operations
requirements.
All massage establishments
shall comply with the following facilities and
operations requirements:
E. All plumbing
and electrical installations shall be installed under permit and
inspection of the
building inspection department and such installations shall
be installed in
accordance with the applicable provisions of the Uniform
Building Code, Uniform
Plumbing Code and other applicable codes. Minimum
lighting shall be
provided in accordance with the Uniform Building Code, and
at least one artificial
light of not less than forty (40) watts shall be provided in
each enclosed room
or booth where massage services are being performed on
a patron or customer.

Article 10--Fire-Protection
Systems and Equipment is amended as follows:
Section 1001.1 Scope
is amended by adding a paragraph as follows:
All power, lighting,
signal and communication facilities specified in Sections
1008.4, 1008.5,
1008.6, 1008.7, 1008.8, 1008.9, and 1008.10, as applicable;
fire pumps, required
to maintain pressure; stair pressurization fans; standby
lighting; and normal
circuits supplying exit signs and exit illumination shall be
transferable to
the standby source.
Section 1008.9.2
Standby Lighting. See the adopted Uniform Building Code.
Section 1008.9.3
Emergency Systems. The following are classified as
emergency systems
and shall operate within 10 seconds of failure of the
normal power supply:
3.1. Required exit
sign and exit illumination

Title 17 ZONING
Chapter 17.24 GENERAL USE AND DESIGN STANDARDS
17.24.260 Halloween pumpkin sales and Christmas tree
sales--Temporary use permits.
A. Halloween Pumpkin Sales.
1. Permits Required.
A temporary use permit, including the appropriate filing
fee, shall be required
for all requests to operate a Halloween pumpkin sales
facility. A plot
plan indicating the location of any temporary fences or trailers,
festoon lighting,
temporary power poles, pumpkin sales area, parking area
and any other equipment,
shall be included as part of temporary use permit
request. The applicant
will be required to comply with all conditions of approval
of the temporary
use permit.
B. Christmas Tree Sales.
1. Permits Required.
A temporary use permit, including the appropriate filing
fee, shall be required
for all requests to operate a Christmas tree sales facility.
A plot plan indicating
the location of any temporary fences or trailers, festoon
lighting, temporary
power poles, Christmas tree sales area, parking area and
any other equipment,
shall be included as part of the temporary use permit
request. The applicant
will be required to comply with all conditions of approval
of the temporary
use permit.
Chapter 17.34 SIGNS
17.34.020 General.
A. Sign Maintenance.
All signs and sign structures shall be kept in good
repair, including
replacement of defective parts and illuminating fixtures,
repainting and cleaning,
and otherwise in a presentable condition such that
they do not detract
from the appearance of the surrounding area. Failure to
maintain all signs
and sign structures in good repair shall constitute a
nuisance which shall
be subject to the provisions of Section 17.54.130 of this
title.
B. Materials,
Design and Construction.
4. Electric
signs shall be indirectly illuminated. Illumination shall be either
from
the interior of
a sign, behind letters (back lighting), channel lighting
illuminated from
finished grade, or another indirect lighting source. Letters
and logos may be
internally lit but sign background shall be opaque.
Illumination shall
be considered excessive and not permitted when it prevents
the normal perception
of buildings or structures beyond or in the vicinity of the
sign or when it
shines directly onto residential zones or in any public or private
right-of-way.
Chapter 17.34 SIGNS
17.34.100 Prohibited signs.
Except as otherwise
expressly permitted in this section, all signs are
expressly prohibited,
including, but not limited to the following:
H. Light Bulb Strings
and Exposed Tubing. External displays, other than
temporary decorative
holiday lighting (Section 17.34.050, exempt signs),
which consist of
unshielded light bulbs are prohibited.
Chapter 17.34 SIGNS
17.34.120 Definitions.
For the purpose
of this chapter, the following words and phrases shall have the
meanings respectively
ascribed to them by this section:
"Directly illuminated
sign" means any sign designed to provide artificial light,
either through exposed
lighting on the sign face or through transparent or
translucent material
from a light source within the sign, including but not
limited to exposed
neon signs.
"Electronic message
sign" means a directly illuminated sign which presents
variable advertising
messages displayed by an electronically controlled
lighting pattern
against a contrasting background, and which may be
programmed to change
the message display periodically.
Chapter 17.36 OFF-STREET PARKING REQUIREMENTS
17.36.070 Site development standards for off-street
parking area.
4. Lighting shall
be provided in the parking area to the specifications of the
director of community
and economic development; in all cases, such lighting
shall be arranged
so that direct rays do not shine into adjacent property.
Title 17 ZONING
Chapter 17.48 ADULT USE ZONING REGULATIONS
17.48.032 Location, design and performance standards.
A. An adult-oriented
business shall not be established or located within five
hundred (500) feet
of:
10. Any person who operates
or causes to be operated an adult-oriented
business, ... shall
comply with the following requirements:
a. Upon application
for an adult-oriented business license, the application shall
be accompanied by
a diagram of the premises showing a plan thereof
specifying the location
of one or more manager's stations, the location of all
overhead lighting
fixtures, and designating any portion of the premises in
which patrons shall
not be permitted. A manager's station(s) shall not exceed
thirty-two (32)
square feet of floor area.
11. An on-site security
program shall be prepared and implemented including
the following items:
a. All off-street
parking areas and building entries serving the adult-oriented
business shall be
illuminated during all hours of operation with a lighting
system designed
to provide an average maintained horizontal illumination of
one foot candle
of light on the parking surface and/or walkway. This required
lighting level is
established in order to provide sufficient illumination of the
parking areas and
walkways serving the adult-oriented business for the
personal safety
of patrons and employees and to reduce the incidence of
vandalism and theft.
The lighting shall be shown on the required site or plot
plan and shall be
subject to review for compliance through the design review
process by the community
development director and the chief of police.
b. All interior portions
of the adult-oriented business, except those areas
devoted to mini-motion
or motion pictures, shall be illuminated during all hours
of operation with
a lighting system designed to provide a minimum
maintained horizontal
illumination of not less than two foot candles of light.
